is there any altcoins exchange platform that can list your coin for free ?

As far as I know most exchanges charge a lot to list your coin but recently I have see Nova exchange ( I assume it is free) but what you need to do is gather votes from the community so in total you need 250 votes, so each user has the right to vote once a day.
