I set -fanmin 60% on my start.bat yet the fan still produces around 20-40%

Is there other things I need to check before using fanmin and fanmax?

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

From the readme file
Code:
This option works only if miner manages cooling, i.e. when "-tt" option is used to specify target temperature. Default value is "100".
Note: for NVIDIA cards this option is not supported.

Try to use also -tt to set a target temperature

IMO don't bother if you're on Windows, Afterburner does an infinitely better job at fan control.
