This is what quite a few of have said about this person all along.  The fee was under paid and he never meant to make good on these transactions.  So hopefully you learned lesson on getting scammed out of $2.50 or whatever you had sent at the time.  These transactions will never settle and he gets to make off with you funds after all of the transactions get rejected by the blockchain.
