when i hit the new/restore button it's only allowing me to create a new wallet, does not go to the restore wallet option.

That is exactly what restore is... it generates a new wallet, but instead of picking "Create a new seed", you want to select "I already have a seed" or "Use public or private keys".



In your case, restoring from a seed, you want the "I already have a seed" option. Is this an Electrum seed you are restoring? or a seed from another HD wallet?

Move any previously created wallet files first. As I think what you're doing is making a wallet and then pressing file>new/restore. And the option will appear.

There is no need to move any wallet files. You can have more than one file on your file system!

Yeah electrum is a deterministic wallet. The seed leads to the master private key and child private keys are derived from that. It's a lot easier to backup than a wallet with unrelated private keys.

Almost all wallets are now deterministic. Even Core.

so the same essentially with armory right except that they have added layers of protection.All I need is root key (seed) to generate private keys

Yes, as Abdussamad already told you, it is a Hierarchically Deterministic (aka HD) wallet... When you put in the 12 word seed, it regenerates the exact same keys/addresses every time.

Which is pretty much the same as the Armory "root key"... they're just slightly different formats (Electrum seed uses plain english words and Armory uses 18 groups of 4 "random" letters) with different names, but they achieve the same goal.

Are you restoring an Electrum seed or a seed from another wallet?

Have you checked the spelling of all words? There are a number of words that are very similar (kit, kid, kind, kite etc)... and if you are copy/pasting, try manually typing the words in. If the next button is unclickable, that is usually an indication of an invalid seed.

Have you previously used this seed to restore your wallet?

Generally that means you've typed the seed in wrong? Is it definitely 12 words cas it's fairly easy to miss one off somewhere...
If you try to reinstall electrum, see if the same thing happens. Also the words are supposed to make sense in English, so you could test that to ensure that words have been reproduced correctly.
