We have a pool of European based lottery buyers and we divide the wins whenever we make anything.
Now we want to start a lottery of our own solely based on BTC because we believe BTC and other crypto's are the future. We have checked with the local government agencies and non-one cares about BTC as a lottery. So basically we have a go ahead from them.

Our simple question is how do we make sure that new lottery buyers have trust in us. We don't want to partner with governments.

Hey good to see this, if you want the trust of the community then you need to make it a fair draw, like when I deposit 0.2 for example to participate in the lottery, you give me the options to select from 0 to 1000 and you set a block in the future to be mined as the draw to determine the winner.
EG, I select 120 and when next week a miner mines a block of whatever the block count will be by then, you take the first 4 digits of the block after all the zeros of course and if it was close to my selected number then I win, just let the blocks determine the winner, otherwise I'd never participate.

Nowadays bitcoin miner's fee is getting expensive, you could try out ethereum for your project as they don't have too big fees.

Though if you want to push through with bitcoins as your main currency then you should probably contact someone that knows how to create a bitcoin gambling site, check out seconds trade gambling site and see how it works, maybe you can imitate their website and make it suited for you. Just find a good developer though, as there would people just trying to scam you off your money.

it is very naive to think you have the go ahead from the government. you need to know your risks

If you want buyers have trust in you the only way to achieve that is by using a trusted escrow and of course your lottery should be a provably fair one.
