I have noticed that my 6 x 1070 rig the GPU0 core don't go above 1556Mhz. Looks like it is stuck at power 1??

I have set the Power Management Mode to maximum performance. But that did not solve the problem.

I have noticed that if I open chrome it jumps up to 1898mhz. Leaving it open is an option for now. But preferable would like all the GPUs to run max.

I am using 382.53 drivers.

How do I force all the gpu's in power mode 0?

What did you configure in MSI Afterburner?
Maybe the GPU reaches the Temperature Limit - then it reduces clock to cool down the card.

You can also check in GPU-Z where the current performance limitation is (at Sensors)

in MSi Afterburner the power setting sis to 108% and the temp limit to 92C. it is running at 61C now.

I have installed GPU-Z. Now it stays at 1898 even if I close to chrome. Not restarting any more.
