I know it is possible with some of the providers such as Spectrocoin and the other ones, although not as an unverified user, you need to pass their verification process to receive deposits from 3rd parties.  I could be wrong but I have seen this mentioned in some of their terms.

That's interesting--I think as long as you have a valid debit card, they'll link your account to it.  I don't think it needs to be linked to an actual bank.  Have you tried it yet?  I'd be curious as to whether it works or not.  That would actually be awesome if it did.

I have the same question, I know Xapo card let's you do it (it's in their site) and you have to change it to your Xapo card currency on PayPal. The problem is that when you withdraw to your Xapo account it instantly buy BTC, then when you go spending them either at the ATM or at a shop it gets converted again to fiat, so it's not ideal.

Most of these services have a fiat option (even Xapo, BitPay, Bitwala, etc which are the most reputable ones) so the ideal would be that the debit card pulls from your fiat deposit directly not from your BTC (or that you could at least choose).

That's true, but unfortunately we can't use it in the USA because they don't verify US citizens. Hard to say when this will change as US regulations too strict.

Xapo should serve the purpose. At least the PayPal can be hedged to another linked bank account to fiat currency. I'd rather get the "ideal debit card" as well if they exist...

I think if it's a credit card that receives money (it's VISA) and works with bitcoins then I suppose it should work.

But just before attempting to do anything, ask people who successfully did it.

No. Paypal actually only allows the use of actual credit/debit card. They do not accept VCC. It's quite hard to track and they do allow some VCC to get by. The way most Bitcoin debit card works is that they use VCC for their user and that can make it hard for Paypal to get them verified.

Nope, It actually working, I tried it already many times. I used coins.ph virtual credit card to received my paypal funds. And even in the past, I manage to load my VCC with paypal balance without issue. I think they only forbiden the verification of the account thru VCC.
