apparently, China is designing its own digital currency, it could be considered in different forms, not necessarily based on blockchain, I mean they are considering options.

Can't confirm this information, someone said antshares will collaborate with alibaba.com .
I personally guess it's impossible, if alibaba.com want to make a chain, they can do it themselves.
