Web-apps is pretty general and includes quite a large area of skillsets. Can you narrow it down a bit?

Great! When you get out of newbie jail (and are allowed to post in Bitcoin Forum > Economy > Marketplace > Services, go there and post your ad for creating Javascript/PHP webapps.

What should I do?

(If I end up doing nothing, I will make a new alt-coin)

Something tells me this would garner more criticism than simply begging.

Those aren't wallets.  Those are addresses. A wallet can have multiple addresses.

The reward on that site is lowering day by day. Some questions have rewards like 1 Satoshi, 10 Satoshi!!

There are total of 25 Questions with not-taken rewards.
Some of which aren't even questions!! (Some of then are like TASK)

Quality on Ragutu has fallen a mile!
