Sounds interesting but not a job for me. Getting the url is very simple task but the rest seems to be for hackers only.
Would not call it scam as I do not know what these "upload shell" etc. means.

I'm thinking maybe OP is looking to hire some hackers and this is just way how to test them.
Let's wait for skilled guys to explore it.
