I'm running Debian 9, and I installed Electrum 2.7.9 using the SPM.
However, the Electrum website has version 2.8.3 as the latest, should I upgrade to the newest version or
stay with the current?

Definitely upgrade... there have been some bug fixes since 2.7.9... plus the latest version fixes some problems surrounding Dynamic Fees... It is certainly in your best interests to stay updated.

Do I simply run this in the terminal, or uninstall the current version followed by running these commands in the terminal?

sudo apt-get install python-qt4 python-pip
sudo pip2 install https://download.electrum.org/2.8.3/Electrum-2.8.3.tar.gz

Btw, I did setup my wallet already under version 2.7.9.

If your wallet is already setup, just make sure you have your seed written down and stored safely offline. That way, if anything goes wrong, you'll have your seed to restore your wallet...

It shouldn't make too much difference if you uninstall first or not...

Thanks, I just ran both commands in the terminal without uninstalling the previous version.
All is fine.

yep uninstall using apt-get and then follow the instructions on the download page to install the latest using pip2:

electrum.org/#download.

next time when a new version comes out you repeat the install using pip2 and it'll update you.

you should uninstall the old version using apt-get otherwise apt might cause problems the next time you update your system.
