U may use localbitcoins and look for sellers in there.U can also buy bitcoins from exchanges in India after verifying kyc.Alternatively u can buy bitcoins from us.

This is indeed the best thing he could do right now, with 15k in hand. Too many stories about people getting screwed in Localbitcoins.
