For 6 cards... all you need is 1400w but I don't know of any 1400w psu out there so go with the 1600w. But I imagine the cheapest option would be two 850w psu.

if you down volt the 7950s to 1.09v, they will use only about 200w each. (At least the Gigabyte 7950 r2 with bios F43 does)

IF they're stable at that voltage. You have to remember not every card is the same.

Your cheapest option is another 750-850W PSU + a paperclip. Its the most price efficient setup, even ignoring the fact you already have one.

Two PSUs. One plugged into the GPUs, one into the rest of the system and any remaining GPUs. On the 24 pin connector for the GPU PSU, use a paper clip to bridge the pins [google paperclip psu].

This forces the PSU into an always on position, in liu of being told to power on and off by the motherboard.

When you want to turn on, you turn on the GPU PSU at the cable, which will turn it on. Then power the system like normal.

Buy a 1400w+ PSU or bridge two 700watt PSUs (or higher depending on your judgement).  Buying two would be the more affordable, if not cheaper, alternative.  Having two PSUs also provides better stability as well.  And of course, if your cards allow voltage unlock.. you can lower your power consumption as well.
