No. You can have 14 activity points (14 posts) by end of today, but after you can write as much as you can they will not be counting as activity points. You can have maximum 14 activity points in 2 weeks period.

After 2 weeks your activity will increase 14 activity points max.

you have to write in 14 days 14 posts, than you can get 14 activity points.
For examble you write 20 posts in 14 days yoou get ony 14 activity points.

It is not possible to transfer the 6 posts  in the next 14 days periode.

in the next 14 days you have to write 14 new posts again, to get a rank update.

That is the reason why the user have much more posts, than activity points.
