If you don't own the private keys of 1HWTRhzkNXaHcGGcCtxS9gVcKS5pkNQe59 your bitcoins are gone forever.

1- Did you make any transactions? Maybe your PC was infected with a copy/paste virus and you sent the money to somewhere you didn't want to.
2- Does anyone have access to your PC other than you? Maybe somebody made a mistake by clicking somewhere they shouldn't have.
3- If I was the thief, I would take everything. Leaving dust behind make no sense.
4- Blockchain.info is a bugged piece of shit.
^Probably this.

I can't explain what happened in your situation as it don't make any sense at all but that's how it is. You should have used "electrum" or something similar. Why blockchain?

If the 1HWTRhzkNXaHcGGcCtxS9gVcKS5pkNQe59 adress doesen´t belong to you your BTC are gone, sorry.

You might consider changing your password of your wallet, or even better change to bitcoin core or electrum.
You should scan you PC for malware and check if someone had physical access to your PC if possible
If someone stole your BTC he wasn´t the best thief, becasue he let some dust on your address.

Never heard any issue about the site but someone are experience of hack or stolen their account from safedice..
The best that you can do now is to contact the safedice support and ask about your issue and try to inform them about your bitcoin was gone when you receive your bitcoin to your wallet..
Also i think you should contact the support of the wallet you are using and maybe there is a bug in blockchain wallet..

Well, unforutnately it seems like you have bene hacked/victim of a clipboard attack. Your wallet is really only as secure as your computer is, next time you have learned a lesson - make sure that you have a clean, secure environment before you send any coins anywhere. Thankfully it wasn't that big of an amount.

As to why the hacker decided to leave 0.0003 BTC ish in his address, i have a possible explanation. It is likely that he has done that to avoid paying blockchain fees, as if he had another input than the coin he scammed from you it would have actually increased the transaction fee by more than 0.0003 BTC, thus making it not very worth it for him. Though why he cared about such dust amounts? I don't know. Maybe he just entered a random amount close to the amount he scammed from you and the wallet software automatically assigned the chunk of coin to be used. Either way, it's not very important. It's not a change address of yours, because it's been used 100+ times in the past.

When my computer was hacked, I had 2.8 coins in my hot wallet.  They stole 2, but left 0.8.  :/

Obviously your blockchain wallet got hacked. Always use a strong password and 2FA authentication. Now the hacker has the private keys of this address, 16Xdh8p7tdeQ446FJmuZ2T6QoNWTuZQNsW, stop using this address and if you have multiple addresses in your blockchain wallet then all of them.

Generate a new address, but before that change your password and enable 2FA.

PS: Blockchain is a bit buggy, but in terms of security it is good, have been using it for three years, no hacks, nothing. If you are using a weak password then you will get hacked no matter which wallet you are going to use.

3- If I was the thief, I would take everything. Leaving dust behind make no sense.

That was some generous hacker Tongue
