An advertising network should have both publishing and advertising. If you are planning to targeting high traffic sites then you should contact them in person and deal with them, like CoinMarketCap for example (see the footer for 'Advertise' button): https://coinmarketcap.com/ they have so much traffic, the minimum order is 500$ though so It really depends on how much money you are willing to spend here.
