I wanna to buy VGA and TDP It does not matter for me So which one you suggest ?

Two 1060's will have a better hash rate than one 1070 or one RX 580, except when dual mining. TDP on 1060's is good as well <100 W. If you can get two 1060's for the price of one 1070 or one RX 580, then get that.

The Dag size is not even an issue for the foreseeable future. The Dag won't even reach 3 GB until early next year and 4GB until 2019.

The issue that chart is reflecting is the future epoch benchmark hash rate drop that the Claymore ETH miner shows affecting the AMD Polaris line (RX 4XX and 5XX) cards. It affects 4GB and 8GB Polaris cards about the same. As of now, there are conflicting reports as to if it's an issue with the Claymore miner or an issue with the hardware architecture of AMD cards. Nvidia GTX 10 series cards are not shown to be affected by the same issue, which is what is reflected in the chart.

Otherwise ETH will almost surely go in to a hybrid POS/POW model before the end of the year, so it's really only an issue with other coins based on the ETH algorithm.

The current epoch level is 133 and the Dag file size is 2.04GB. A new epoch occurs every 30,000 blocks, which at the current block times is about every 5.5 days. If the block times remain the same, by the end of the year ETH should be somewhere in to the 160's epoch.

So Should I buy 2*1060 of good gpu like 1060 Gigabyte Extrem or Asus OC  ? or get rx 480 and wait for DAG Size ?

Dude, fuck dag size.  Buy what you can get your hands on for cheap, which in turn there isn't anything for cheap.  So, just buy coins instead and hold.
