Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

How often do these stories have a happy ending?  Nobody was hurt, nobody was scammed, and a good deed was performed.

I'd like to use this tale as a warning to everybody (myself included) to please do your research before acting.  Who among us hasn't been lured by the fantastic promises of the "Chinese money printing machine"?  I know I have.  Will be again without doubt.  Next time you want to jump at a too-good-to-be-true opportunity, try and remember this little tale and do your research.

By the way, is there any trust/rating network/system (not OTC) well known in bitcoin community? I mean that OTC registration - is not for a person with basic knowledge about PGP, cryptography, chart bots and so.
