Set bitcoin mininig fees in my exchange

I have a bitcoin exchange in India and wants some help in this, I can pay also if someone knows how to solve the problem.

I have integrated block.io wallet into the exchange and there is a method to set transaction fees to low, medium and high so I have set that to low. But then also the charges that go from my main balance is not stable and so I am not being able to charge the exact from users. I need to code like I can fix the price into the system and the exact amount only transfers to the miners so I am also not charged extra along with I can charge very low to users also.


Please help if anyone knows how to set miner fees in sytem.

When you create a raw transaction, you can always set the fee since it's just total inputs minus total outputs. What language is it written in? I may be able to provide assistance over PM.
