Why most altcoins do not allow us residents to contribute in their icos?

They do not want to be sued or be attacked by the US government if and when there is regulation, also, if the ICO is a fraud US people can try to sue. Now, most ICO's legally don't want americans in the disclaimers and documents but they probably accept the coins from them.

For legal reasons, they are scared of getting cease and desist orders or getting their fiat funds locked up for providing unregulated securities.

Due to the law that only accredited investors from US are allowed to invest in investment programs and now US regulation services is also watching the bitcoin atmosphere, and right now there is no IP banning or any other methods like KYC implemented in ICO to be sure that there is no US citizen investing in any ICO which is currently a good thing for non accredited investors.

Some thing to do with a law in the states on the chance of connecting possibility of certain ICOs commiting money laundering to these citizens. Atleast this is what I am thinking they are pretentious about happening, but who knows.
They take those kind of things seriously since it is a way of funneling funds out of their country into offshore accounts without having to pay taxes on them.

I believe it the ICOs have to comply with SEC regulations in order for U.S. Citizens to invest.  So instead of complying with burdensome regulations, they can just not open it up to U.S citizens and go get funds from the rest of the world.

there is an ico here they from idian and they claim they from miami..and they dont accept us.  citizen

most of the answer are because of jurisdiction since US can sue any scammers that's why ico doesn't like them to join in for the possibility
of getting caught in the act most of the risk taker who join the ico are willing or ready for any possible outcome.

No so many ICOs have that restrictions,  and most of those that do are most likely in gambling and betting, so it is not just about US regulations

It is risky for the ICOs since there are some US restrictions, so for them, better be safe than sorry, although its just like on terms and agreement, so that they will not be held responsible, but still people from US are just checking it and still investing though. haha
