There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

No, you need to PM moderator, provide the evidences for scam and ask for scammer tag. Quite a lot of other things are happening around, you really think moderators have time
to hunt scammers themselves?

There could be a better system in place.

What if a single post to the "Scam Accusations" board gets the relevant member a "Dispute" tag until the dispute is resolved or the individual is confirmed/deemed to be a scammer?

One board for a mod to keep an eye on and much easier for n00bs to check.

There will always be scamming, of course, but I do think this board has a bad rep for it.
