Using afterburner? 

Had similar issue using both.  Had to reduce overclock a bit to fix.

Only one question : what are your temperatures ?

Below a certain temperature, mosts of cards have a silent mode, whithout fans.
And the temperature varies from one GPU to the other in the same RIG because cards are not all ins the same place/disposition and not the same cooling efficiency.

I had the same issue as well. The problem was heavy over clocking and under powering. Juice it up a bit more and reduce your OC
