"The working group at the State Duma is discussing the law on investments in the crypto currency, Vedomosti writes. According to market participants, the legalization of the crypto currency in Russia is able to help large companies and small businesses that need investors. If the law allows for minimal costs and costs for crypto-currency transactions in Russia, this step will become a springboard for the Russian economy's take-off."

Basically it's nearly impossible to attract foreign capital into a corrupt economy. The russians have realized that at least for the time being ICOs are useful in drawing money out of the hands of inexperienced investors. They want to take advantage of easy money while they can.

Fee I wonder why ? Could it be the amount of scammers that come from Russia ? Never !!  Shocked

Anyone can write an article online about anything. Where does this come from and why should we believe it ? Also crypto was always legal so what bs is this. People hear the word legal and they think its good. Legal doesn't always mean right same as illigal doesn't always mean wrong. This article is wrong in so many way.

The reason for this because they want a piece from pie.Like @JasonXG said legal doesn't always mean it's the best thing.I'm sure tax officers  will be very busy in future.

I think the man behind this rise is Sasha Ivanov. I remember that he said in a very strange and cryptic message on his Telegram feed that Russia may become the home of crypto-currencies, and that it might be its destiny. If this story is true, that would be of course another clever move from Putin.

successful ICOs make government wanting to tax on such business, exchange using fiat is also taxable by government, so legalising coins is something unavoidable. I wonder how much government could get from legalising crypto coins though, as they are outlaws and hard to trace just like the dark web.

I actually believe there'll be hundreds of books written about this time in history.  The US use to be known for freedom, capitalism, innovation, and prosperity.  Detroit use to be the center of the auto industry, Texas the center of oil, and San Francisco the center of technology.  I do not believe anywhere in the US will be the center of the new disrupter; blockchain and cyrpto-currencies.  It's amazing to see how hostile US regulations are to all of this, and I believe a new wave of prosperity will come to the countries that figure out how to harness it.  Just as Detroit still tries to hold on to its dying industry as everything crumbles down around them... I believe the same will happen to Silicon Valley.

Before legalizing, I think the very first step is to identify and implement a form of regulation.
It seems Waves platform and Deloite are working together in this direction:

So I could release risks for us, when ICOs are legalized, there could be some other scam ICOs, we, Investors, will be the first to get risks from that.

I don't think so, when Russia legalizes ICOs, they will have laws for ICOs, scam ICOs will not be so common so that we don't need to worry about being scam on investing in ICOs.

I think that is the best thing to do for now since many ICOs have Russians in their teams. However, I think there is a mechanism needed to somehow regulate or put some rules as regards ICOs. There are way too many of them and some are outright scams. Some are really looking fair but are still scams.

Lots of countries moving towards legalising bitcoin but there should be proper KYC has to done before transactng bitcoin in russian territory ebven other countries like south korea, india , Kazakistan and still more countries counting.
