Is there a formal release of the secp256k1 library?  The github repo just has a master branch.

I assume the version that they included with bitcoin 14.2 is stable/release quality, but they don't appear to have tagged that back on their repo?

No, not yet-- there are still remaining todos before that.

It's suitable for Bitcoin's purposes; and probably many others.
