While I understand that a low coin supply means higher value for each single coin, remember that it doesn't guarantee a high price in comparison to it's also high buy price during ico. People will only trade micro amounts of this.
Price factor depend on various not only rely on low supply if you look over the contract address still nobody invested into this ICO. I.m pretty sure dev wont get succeed to get the minimum funds because nobody will send to anybody who have no identity just came with an idea still no prototype actually this kind of concept has no future.
