The formula is correct. The price is determined at the end of the ICO with CSNO price = Proceeds from ICO (in USD) / 100,000,000 tokens

There is no minimum for the presale. If the amount raised is significantly under the 10M figure, funds may be returned at the owners discretion. If it is close enough to the target, it will likely proceed as planned.
