i think they are only locking the unsold tokens. as you can see in the pic of their article, 1st figure is that 100M ATHs. then out of that, in the second figure, only 92M is locked.
1.6M - team and community
3.2M - crowdsale
3.2m - patient date
total of 8M
100M - 8M = 92M..
so i think they will stil distribute the bounty since that category is under crowdsale.
disclaimer: im not sure with what i said but im just only basing to what i have understand especially looking on those figures.
