Hi jc12345.  Yes tokens are immediately transferable from the ROC wallet to any ERC20 compliant wallet. You will need to have a + ETH balance in your ROC wallet to cover the gas and the gas is currently set at 200000 as the default limit for now. We will be adding the feature to enable you to adjust your gas limit soon.
