(Dec. 12, 2010) Obviously less significant, but more tangible, this day is a day people can do something to participate and waste their money like Easter, Valentines Day and Christmas (or Peperro day if you're in Korea). A "Protocol birthday" would be like "President's Day" or "Columbus Day" in that no one really knows what to do.
