You could try New Zealand exchange
https://www.cryptopia.co.nz/. This exchange offers a number of smaller lesser known coins. Many are deeply speculative with low market caps and low adoption, but may be worth considering once you own some solid coins with strong technology and active development, .e,g. Monero, NEM, Bitcoin, Litecoin, etc.
I don't get any commission from them for recommending the exchange so there are no ulterior motives on my side.
I was uncomfortable with the exchange btc-e and recently they were shut down due to money laundering allegations. I would stay with exchanges based in the USA, England, Canada or New Zealand where rule of law is expected to prevail.
Best of luck to you!
