I don't understand your concern. Having a business plan is very much desired to have when you are planning to introduce an ICO for a certain project. This can help bolster confidence of your investors or token buyers because they can see that there is really a plan behind it and the team is making an effort to present the whole picture in a detailed manner. Some ICOs are calling it as the ROADMAP but the idea is almost the same.

First of all business plan is what makes your project a project. In every project there should be a business plan. A course that will follow as your project goes through. It should consist a timeline of what you should accomplish in the time being, main goal and objective of your project. Materials or resources involve. And of course the financial cost that will use. It is all budget per category.
