as i understand it, bip148 wich is a soft fork happened at 12:00 but thats not the split it will force activation of segwit on other nodes or something like that.. on the other hand there are 200+ nodes on the 5000+ nodes that are going to enforce new rules wich will split away from the network.. at 12:20 UTC or later so split will probably occur first block found after that( http://coin.dance and http://coin.dance/nodes )

This site is still reporting median time is before UTC 12:00 so bip148 still has not happened, i suspect it will occur on block 478484

Oh I just saw BTC cash will not take place until 12:20PM UTC median time so still 12 hours away

So I just sended (right now) some BTC from blockchain.info wallet to my paper wallet, should I be worried? Is there a problem with transactions atm?

I've already seen exchanges like Yobit crediting users that had BTC there with the equivalent BCC.

Can this already be done by users that have wallets such as Electrum, etc?

Go down to beginners and help section. An old member pooya has written a good article about how to claim and used BCC. Check it out and ask any queries if you have.

SO how does the fork actually happen?

Do they pick a block and then implement their new rules and hope miners move over to that chain? I'm assuming difficulty would be identical on the forked chain so they would need miners to process no?

Well  completely different block would be created that that has better feature than btc for example. So miners will have to upgrade or change there codes in order to mine that so we called bcc. They might be the same in name but as far as we are concern They have different transaction confirmations and how many bytes they are worth.

This is insane. Right now the exchange rate in Yobit is 1 BCC = BTC0.1410

This almost 14 times higher than the value which I thought BCC would be listing. The trends will be clear only after approx. 10 hours, when the BCC distribution will actually happen. But if the exchange rates in Yobit are anywhere closer to the actual exchange rates, then expect complete chaos.
