Yeah for sure he did, on the lending section signed messages, repayment addresses and such should be public.
Also if you really did lend him that amount, well then your money is gone, sorry to tell you that.
I don't see anyone coming back for account with negative trust, because it cannot join with most of campaigns so i would not say your lending service started on the  best kind of light.

Due to this being my first loan, the borrower was hesitant to give his account for just 0.1 BTC. You should think that maybe we discussed this in PMs and you don't know the whole story.
