I haven't perused the Ebay/PP Ts & Cs, but I wonder if the following is doable:

Say you are selling an item on ebay for X and you want a no hassle sale. Do you suppose offering a Y% rebate after 180 days for no returns is possible? Would it even work?

actually there are loads of ways for a buyer to get his money back and keep the item, so this will not save you from scams. unfortunately ebay is a horror right now, but yes, it also depends on the items you are selling.
