I am attempting to use CGminer to mine bitcoins with my radeon HD 6700 GPU. I'm very new at this, and obviously having issues getting this to work. When I open CGminer, it says that there are no devices detected, and I don't know what I should do to detect it. Can someone give me a few words of advice?

Have you installed the AMD APP SDK? That should allow cgminer to use speak to your card via OpenCL
Check out the readme file for details

I already have the latest verson downloaded, but it still fails to detect my device. I even uninstalled and re-installed it multiple times, yet it still has issues detecting. I'm unsure what route I should take next concerning this.

Well sometimes a card may seem 'connected' but may not be 'seated' correctly/fully.
You can often tell by looking where the pins meet the slot.

Try pushing the card firmly & directly into the slot - just be relatively gentle - don't bend the pcb
the card should slip deeper into the slot and then be seated properly.
