What is the best way to make an ICO without knowing any C++ code as the contract requires code.

Try Solidity its a high-level language to build on top of Ethereum, its similar to javascript hence easier to learn. But make sure you only decide to ICO if you have a great team and a real problem to solve using decentralization for the community.
