in Readme.md, and I have 22 active connections to the main network.

To confirm transactions in signatum network (SIGT) need to enable staking.
Who have balance and active connections - just add

staking=1

in .conf

Strange coin.. Don't have announcement thread on Bitcointalk, on Twitter channel have only one tweet (https://twitter.com/SigtOfficial) , website (https://signatum.org/) is not working, but is listed on Coinmarketcap (https://coinmarketcap.com/currencies/signatum/) and on Yobit exchange.

Where we can find some technical informations or who is staying behind this project?

But the case with shill accounts and fake volume doesn't looks good.

I will wait for other exchange. On Yobit strange things are going on.
