Let's back up a little. This is not a "somewhat complicated" system - this is a very complicated system.
Very little reason for you to use it. It's an e-wallet. Used mostly in Russia. To buy things online, in Russia. It's a Russian paypal. Accepted at the types of places Paypal is. Given that, it's not terribly useful for Americans. Yes. Seems like. Although accepting bitcoin might change that a bit.

One of the oldest e-wallets, started in 1998. 11 million users. Huge in Russia. While not as big as if Paypal integrated Bitcoin, it's still up there. The fact it's non-usa, it's probably a good thing too. =)

Generally, they are not. You can get your account blocked by arbitration system for scam or get a decision that you should reimburse to your customer. But it's nothing like chargeback in PayPal. So it's more like an online judge to resolve conflicts

They can block your webmoney wallet if they receive lots of scam reports. And if your conflict is over, they will unlock your wallet. By the way, I usually deposit my Skype account with webmoney WMZ And I have a debit card attached to my WM wallet, so I can withdraw and deposit money instantly. It's very comfortable.

Wikipedia says: WebMoney transactions do not require a credit card or bank account, are final, and cannot be retracted. This is similar to Bitcoin, e-gold and cash and in contrast to credit card and PayPal transactions.

BTW, bad news for Americans. If you try to register new WM account from IP address located in the US, you'll see this message: Is that not just a kick in the pants. This shows that even the big dogs have to tread carefully and not be kicked out of the "global community". Wait a minute. I got that mBTC=WMX, EUR=WME, USD=WMZ etc. I understand that they renamed all currencies to their own webmoney virtual equivalents and they run an exchange for people to swap them. I suppose this is done to circumvent certain amount of regulations that are required when transmitting "real" money. And they are registered in Belize which is a tax heaven whose laws are quite welcoming for shady businesses. Besides that I think I can still trust them if they exist since 1998 and have 11 million users. It seems there is no amount of abuse and criminality from the banks they are willing to put up with, hey even reward them for with bonuses drawn straight from tax-payer bail-out funds. We have another huge problems with doing business here in Russia. So, actual freedom & safety is "Russia + Some offshore(s)" business model. WebMoney uses it successfully.
