How did it take them a week, when it took HitBTC a day to get this setup?  Why did they delay deposits for so long as they were planning the bcash split for a long term beforehand?  Did they not plan to have deposit/withdrawal support until recently?

They waited until they thought the chain was secure enough to not risk it's customer's money. They clearly said that on their twitter.
ViaBTC had to halt withdrawals just a few days ago just because of that. The chain is still not very secure, use on your own risk they say in the blog.

Why BTC only need about 3 confirmations to credited! BCH must 20 confrim? I think BCH many feature like BTD?

Really don`t compare Kraken with HitBtc. They are on a really different levels,kraken is much bigger and has gained a lot of trust from users, thats why they waited for it to be secured for transactions and set up everything on a high level, for BCH to be traded smoothly on their exchanger. HitBtc is just adding everything when there is a chance(by the way a lot of complains from users of HitBtc about losing their funds).
