How can I set this up? I want to be able to know if the price goes above .13 via phone notification sound versus BTC while I'm sleeping rather than getting up every 3 hours and checking.

just send some coins to an exchange and place your buy or sell order an go to bed.

Yes, putting a sell order will also have the benefit to do not let you wait wait wait if the price increase under your eyes, until the moment it drops and you did not sell anything.
