The only consistent campaign manager interms of ICO bounty campaign managing here is irfan_pak10 https://bitcointalk.org/index.php?action=profile;u=350580 and Sylon https://bitcointalk.org/index.php?action=profile;u=112240 and I've seen them run their campaign quite nicely and all of them became successfull as it ends.

the managers here are much expert even in managing the budget of your signature campaign but the problem here is that you do not have that much in that sentence which will explain better that what you want in that sentence.
Please explain more about that sentence you will get your answer.

This is a good suggestion from you to solve the issue of the OP.
There is another idea in my mind that there should be a separate thread where all of the managers would be listed along with their previous signature campaigns so anyone if need any manager then they will go to that thread and will search for their favorable manager.

I understand that who are pm you they don't have experience in managing campaigns.Well whose are experience in managing campaigns you need to contract with them with details.some managers charge good fees for manage your campaign but they are really good in managing campaign.just take a look to thread recommendation you can find good manager.
