I been wondering for quite some time

Perhaps you did sig camp/ social media camp/ blog camp and etc

Project went succesful, certain bounties were not paid

Do we have the rights to launch a scam report even if project is reputable?

If yes, what will happen? They will be banned until they paid?

Where does bounty money come from?
Premines.
So..
If they premine to pay bounties then don't pay up?
Yup.
It's always been that way in crypto history.
The problem is you are all scammy ass NOOBS that lowered the bar so bad you can't tell bad behavior when you see it.

Seriously all you NOOBS showing up have decimated the scene.
It's pretty fucking bad these days.
