well, actually from what i've got from https://www.wireline.io/#/token-launch, it says The Launch Event is scheduled for 9:00 AM Sept 26th 2017. institutional pre-sale between August 15 - Sept 15.
so basically, it's not ended yet... maybe you want to ask about presale progress?
