if they truly raised $15M, then even if they got trouble with SEC, they should clear all their responsibilities and move forward. so many investors trusted them and with this kind of market, that's already a big feat to raise that amount of money. and they should at least give an official statement to be fair to the community. so no one is speculating negative things towards them.

But the form if you look with required information it seems that hardly 10% of ICO investors will get money back or will claim. They raised money but took too much time to deliver for this SEC caught them and then reached at settlement on these conditions I mentioned above.
