My gut says you shouldn't need to plug in either, since the riser card itself should pull all the power it needs through the motherboard pcie slot. Then you connect to 4 slots on the riser to your graphics cards using POWERED risers, as normal.

I would plug both in and then use regular POWERED risers from the splitter board. But as said its all at your own risk.
