Most ICOs claimed they needed money to build something and then ended up wasting all the funds on hiring poor devs to do poor projects. If at all. That is a very subjective opinion you present here. In several cases it is either or. There might be a great programmer who wants to build some great product but is dependent on monthly income. He wants to quit his job but can't really do so as financial obligations want to be paid. If that person raises some money there is nothing bad about it. Not everyone has the means to just quit the job and work full-time on another project.
