^^Yeah, really.   I don't know exactly how the scam here would work,  but I have no doubt that's what it is.  Dude can't even write $3 million correctly.  If you were looking to do a deal for that much,  I would expect the business proposal to not look like a text you'd send whilst drunk.  Just saying.

Unless you use a licensed exchange/trader to privately organise this trade for you there is no way that this will be possible. Nobody would be willing to do this in person. For your own safety I'd suggest trying to find a way to do this properly (finding a licensed company to handle it for you).
