According to a recently published disposition, a computer systems manager at New York City’s Department of Education (DOE), named Vladimir Ilyayev, was fined after getting caught using the DOE’s computers to mine bitcoin.

According to reports, Vladimir Ilyayev has been working at the DOE for over a decade and, after getting caught, wasn’t fired, but got a fine of four vacation days, worth an estimated $611, by the New York City Conflicts of Interest Board (COIB).

The employee installed a bitcoin mining program on the DOE’s computers that ran at night, between 6 a.m. and 6 p.m. This went on for an entire month in 2014, before he got caught by the DOE’s Division of Instructional and Information Technology.

However, this wasn’t the first time Vladimir Ilyayev attempted to use the DOE’s computer to mine bitcoin. According to the disposition, he made “five or six” attempts to install the bitcoin mining program, and in each one of them he was “thwarted by the DOE security software.” Since he didn’t give up, he eventually managed to bypass security protocols for a month.

Four vacation days is a pretty low fine, and I expect he thinks it was all well worth the hassle.

Yes because people get ridiculous and somehow must up stealing with bitcoins. Maybe it is to make sense of it for them. I don't think people who jump to these conclusions are sharpest knives in the drawer. It is interesting to hear about this I'm sure so many people have though about this or are doing this. You see "news" has to sell so the sensationalize everything to gain attention and make more profits.

He shouldn't be pulling in less than $40/hr.  They might have done him a favour and fired him so he'd have to find a better paying computer systems manager job.



edit:  Just looked up NYC school secretary salary and they make 60k per year after 10 years of service.  Something fishy about the story (at least the value of the fine)

It's four day's vacation, so I don't think that it is that insane to see a fine in the realm of $611. If he failed to mine something of value greater than that, which is entirely possible considering the hashing power he may have available to him. It was 2014, so he wasn't getting whole Bitcoins and was more on the tip of a bunch of new miners getting involved. $611 is likely more than what he earned between 15 days worth of mining on whatever computer systems he had available to him. Even then, $611 isn't that much, especially since it was in the form of vacation days.

Yes exactly, things are not adding up. I don't think he'll stoop so low to mine if he wasn't getting big bucks at the time and the fine imposed on him could be an estimate of what they must have caught him earn. I think some clarity will help us a great deal.

He's still lucky he didn't get fired you know. I read the comments about contradicting the fine and they say he just stole power or electricity. Well as you can see he did install on a Government Branch/Department, its not appropriate for a person working there to use their computers for personal income. This is just like you are renting for pc on a shop and didn't pay for your consumed hour. See its illegal, its not just a matter of stealing power or electricity, its about he using not his things for his own. Well thats wrong, right? I don't see anything wrong about the fine on him as I said he's lucky, I am suprised he didn't get fired though.

The guy should receive a merit award for bypassing/TESTING the IT security systems. I would justify my actions by saying that I tested the resilience of the network.  I guess a slap on the wrist was enough to avoid the embarrassment that your network was compromised from within.

He will get a promoting soon. Head of ICT security division and Financial Liaison. < They will start a mining division to supplement their budget >  ^LoL^

I dont think he made more than 611$ and should have got fired for installing anything on a company computer. It is the regular routine everywhere in the private sector but for Govt officials its kind of different. If it was in 2010 then he would have kicked them and leave the company because the value would have been in millions.

Are the computers in those facilities high powered enough to mine bitcoins? He seems persistent with this adventure of his and doesn't mind the troubles associated with it. Perhaps it is better to transfer him to another department or make him work his magic in a field where his mining gig might be of better use.

He was nuts. The punishment given to him is just slight. There is wrong in mining bitcoin in the office but if you abuse the use of the property then the office will suffer if those hardware will be damaged. I also tried mining using my office computer and I save electricity and internet bill but the price is also not good. The unit I was mining experienced trouble and after I have a hard time working since the overuse of my pc due to mining has lowered its capacity.

This was back in 2014 (not sure why it's being reported now) when mining on regular CPUs (I'm guessing  they don't have too many high-end GPUs in the Department of Education) was already a waste of time and energy.  He only had it running for a month, so probably not much.  Even at today's prices I'm guessing he didn't even break even for the value of the vacation days.

This depends on what he mined. The difficulty for mining Bytecoin back then was really low and you could make a nice amount of such currency for a month. If these PC-s where he mined had a Core i7 3770 or 4770 he should have made a nice amount. Still not worth the vacation days and the fine he got, he could never got from such short amount of time more than 611 USD.
