Im looking for a card that i can use to withdraw from local atms mainly
i want to be able to load the card with bitcoins

i looked through several solutions for all charge 3% Foreign transaction fee
so if i withdraw 100USD i will actually get 97$ plus around 3USD cost per transaction

Whoever mines the block which ends up containing your transaction will get its fee.

Every single ATM will charge you a fee when you withdrawal from them, either they charge you or your debit card provider (this as far as I know)

The debit card providers I know which let you withdrawal money on ATM and can be loaded with BTC are this :

I don't think any of them don't charge for Currency Conversion Fee. Most Bitcoin debit cards are actually provided by Wave Crest Holdings outside the US and by the Metropolitan Commercial Bank for the US, which means that they all have the same set of rules and limits, therefore, they all charge the 3% fee for foreign transactions.

I currently have a leupay mastercard and they charge a flat 4$ per transaction
Of course they don't allow direct bitcoin....

You will hardly find whatsoever without any charges. The payoneer card that I use for global transaction loading money on it will cost .02% and aside that, just by checking my balance in a local ATM, I was charged additional $1 and this is the case where I had done my verification and not staying anonymous. Now imagine the cost, in other to stay anonymous, I tell the cost you have there is the minimum you can get.
