It's definitely not the worst white paper in the world, (in fact, compared to many ICO's recently, it's seems pretty reasonable), however I'm not too sure that it's a 100 million dollar product.

At least the concept makes sense.

1) Simple protocol for creating apps and blockchains
2) Enormously low cost of transactions (transactions in Universa are expected to be ten times cheaper and do not depend on mining)
3) High speed of transactions (Universa’s speed accounts for 10,000 transactions per second, while Etherium for 15, and Bitcoin – from three to six)
4) Absence of bloat problem
5) Liquidity and smart contracts on Blockchain

Also I've read that unlike other ICOs the technology for this project is ready. It has been worked out for about 3 years. I think that's what really makes it special and different from other projects

Why is it more expensive to buy tokens in the upcoming round 1 of the ICO than in round 2?
In round 1 they will raise 50-100 m$ from 30 m tokens and in round 2 they will raise 200m$ from 3 b tokens.
